The rumor that the owners of animals, which took place at the end of 2017, will soon be taxed, has stirred the public. But is this tax so terrible? And will it be introduced at all? Let's get it right.

What it is?

It was assumed that an animal tax is a certain amount of money that will be levied on the owner of a cat or dog. The more animals, the higher the tax amount.

It was also planned that the tax on pets in Russia will depend on the breed of the pet. For example, the owner of a chihuahua will have to pay a lower amount than the owner of a German shepherd.

Where did the origins come from?

It all started back in 2010. The theme of pets thrown out into the street and tortured by flayer in our country has always been acute. Of course, one can refer to the existence of animal shelters and the funds allocated to them. But in what condition are these shelters? And where do the finances allocated to them go? The second question is a mystery to the majority of the population. The first is a separate topic. Zoo protection has long insisted that Russia tidy up legislation related to the issue of keeping pets. The Duma promised to tackle this issue. And they safely forgot until 2016.

What kind of registration?

Under a future law, every pet owner is required to register them. Registration takes place in the veterinary clinic "at the place of residence." That is, in the owner nearest to the house. Information about the animal: breed, name, date of birth and gender are entered into the database. Information about the owner is also sent there: last name, first name and patronymic, date of birth, home address and telephone number.

The owner receives a veterinary passport and a badge with information. This is the basic basis of registration.

Paid or free?

Animal rights advocates and veterinarians are inclined to ensure that registration is paid. Therefore, in addition to the tax on pets in the Russian Federation, the owner is offered to pay for the procedure.

What is its value? In different regions, the amounts are different. It all depends on his location and the status of the veterinary clinic. The average issue price is 200 rubles.

What do they say in the State Duma? Those who pass laws consider registration to be free. “So that every grandmother can register her 20 cats,” as one of the members of the Duma put it.

Well, let's say registration is free. But you still have to pay for a veterinary passport and token. The cost of the first from 50 to 100 rubles, the second from 200 rubles and above. That is, this very grandmother for one cat will have to spend at least 250 rubles.

Chiping

In addition to the mandatory tax on pets, the owners will be recommended (voluntarily-forced) to chip their pets, if the pet is not registered in the manner indicated above.

A chip is not a cheap pleasure. The minimum price for this service is 700 rubles. What is the meaning of the procedure?

The animal is assigned a 15-digit number, and a microchip with this number is introduced under the skin. What is it for? First of all, it is necessary for owners whose animals regularly visit foreign exhibitions. Since 2012, EU countries have banned the import of pets that do not have a chip. For lovers of traveling with pets - this is a serious problem.

The chip helps to find a favorite in case he is lost. If the dog has inflicted damage to someone, then using a chip it is easy to calculate who owns this animal. And the owner will indemnify for his pet bully.

How about in other countries?

Is there a tax on pets abroad? The Russian government decided to introduce a tax on domestic animals in Russia, looking back at its Western partners, or is this another invention of "Russian cones"?

Pet taxes are in many countries, in fact. And residents do not see anything wrong with that. So, in Germany, those who keep a dog at home, their living costs 150-300 euros per year. If the animal is from the so-called "dangerous" breeds, then it will have to pay 600 euros per year.

In the Netherlands, the annual pet tax is much lower. One dog’s soul will cost its owner 57 euros per year, the next - 85 euros.

In Switzerland, the price of a dog is 100 euros per year. In Sweden, half less, 50 euros.

“Cheaper” than all our smaller brothers are rated in Italy. 15 euros per year per individual.

As for the United States, there the owners are exempt from paying pet tax. For them, manufacturers of animal feed do it.

For ordinary people there is such a service as pet licensing. It is believed that owning a dog is a privilege. And it cannot be free.

Prices for this privilege are not at all small. True, there are discounts for older people. You have to pay literally everything: from veterinary services to fines for “surprise” on the lawn.

Ukraine and Belarus

Its leaders are going to introduce a tax on pets in Russia. And what about our closest neighbors? Do such "requisitions" practice there?

As it turned out, in Ukraine there is no tax yet. But there on the street you can see dogs with a yellow clip on their ear. What does she mean? The animal is sterilized and completely not aggressive towards humans.

In Ukraine, the problem of stray dogs is as acute as in Russia. The authorities of certain regions came up with a solution: dogs are caught, sterilized, “stitched” with yellow tags and released again. Of course, this problem cannot be eradicated, but at least the growth of stray animals is significantly reduced.

Back to the pet tax. In the same Ukraine, it is planned to make compulsory chipping of pets.

In Belarus, there is a tax on dogs. And it depends on the size of the animal. The larger the dog is tall, the higher the tax on her.

Russia: the price of law

In general, the state came up with a good idea. After all, there are about 20 million dogs and 30 million cats in the country. It's about pets. If you oblige all owners of doggies to chipping, then a one-time tax that will fall into the treasury will amount to 14,000,000,000 rubles. This is at a minimum cost of a chip service of 700 rubles. In different regions, its price ranges from 700 to 4000 rubles. A very good contribution will work.

A paid registration? Let the registration of one animal 200 rubles. With cats, the amount of tax will be 6,000,000,000 rubles. It's not bad too.

The pet tax in Russia will be valid only for those. It was decided to ban any contact zoos, dolphinariums and other places where animals are kept just in terrible conditions.And it's time to do it, actually. The same contact zoo, for example. Recently it has become fashionable to rent a room in shopping centers, make cages - shelters for animals and put there as ordinary pets like a rabbit or guinea pig, as well as exotic monkeys and raccoons. Some animals can not withstand such stress and simply die. Others begin to show active resistance, rush at visitors. What will be the size of the tax on pets? It is still unknown, but in the Duma they tend to small price categories. What will tax, registration and chipping give? They will reduce the number of homeless animals, as well as reduce the number of unscrupulous people, "masons" or "breeders," as they are called. These "owners" earn on their pets by regularly receiving puppies or kittens from them. There can be no talk of any pedigrees. Babies born under similar conditions are often sick. And their origin is completely incomprehensible. Here you also have to register or chip the baby that was born, which means paying for it. It is unlikely that the "scouts" are ready for this.

In the event that the money raised goes to the development of shelters for homeless animals, as the government says, most people support this initiative.

Everywhere has its drawbacks, and the introduction of a tax on pets in Russia is no exception.

First of all, these are protests from the population. Any tax in our country is a withdrawal of money from people, from the point of view of ordinary citizens. "They stifled taxes already!" - quite fair phrase, at first glance.

The unknown amount that will have to be paid annually also does not bring hospitality to the masses. We love to bully amounts. But what if the government wants to make some kind of a too high rate for keeping an animal? Then the rows of stray tails and mustaches run the risk of greatly replenishing. Not everyone has money to pay for pets.
