Procedure for filling in the SZV-STAGE: step-by-step instruction

Until 2017, organizations and businessmen submitted the RSV-1 report to the PFR, from where the authority received data on insured persons. But in 2017, the report was canceled, and the fund had difficulty: the source of information needed to calculate the length of service was lost. To this end, the SZV-STAGE report was developed and implemented with a 2017 sample fill.

The appearance resembles a report that is sent to the fund - SZV-M, but contains more detailed information about each employee.

Documents do not cancel each other's actions: after all, on the basis of monthly information from SZV-M, the pension fund receives data on working pensioners to cancel the permanent indexation of pensions. The new report has become a source of information on the experience of each employee, as well as on the size of accrued payments.

As an annual report, the new form began to be applied only in 2018. But if the employee decided to quit in 2017, then the organization had to transfer to him SZV-STAZH.

Filling out the SZV-STAZH report has a number of features, but it does not seem difficult if you study the regulatory documents in this form.

All insurers must provide data on the insured persons who work for them, both on the basis of labor contracts and GPC agreements, no later than March 1 of the year that is calculated for the reporting year (Clause 2 of Article 11 of the Federal Law of 01.04.1996 No. 27 -FZ). This means that in 2018 the SZV-STAZH form, which was completed for the insured employees, must be submitted no later than 01.03.2019.

At the same time, the ОДВ-1 form should be attached to the submitted SZV-STAZH forms, which were combined into a bundle of incoming documents.

Who should take it?

This reporting form is annual and is filled out, as a rule, at the end of the year. There are exceptions that will be discussed below. According to the reporting data, the FIU authorities receive information on the periods of work of employees, on the accrual and payment of insurance premiums.

The obligation to submit this reporting form is provided for the following categories:

  • Organization
  • SP.

A report must be submitted for all insured employees who work under TD or GPC agreements.

The SZV-STAZH form was approved by Resolution of the PFR Management Board dated January 11, 2017 No. 3p. It is a collection of data that are grouped into main sections, which is reflected below.

How to submit a report?

This form must be submitted to the territorial authorities of the FIU in electronic or paper form, depending on the number of insured persons. If the value exceeds 25 people, the report is submitted only in electronic form.

General design rules

The procedure for filling out the report is given in Appendix 5 to the Resolution of the PFR Management Board dated December 6, 2018 N 507p.

When compiling the report, it is necessary to use the instruction, which consists of two sections: common requirements and the procedure for filling in the report forms.

The general rules for filling in the SZV-STAGE are presented below:

  • forms are filled with ink, pen or computer-generated without spots and blots. You can apply colors;

How to fill: the basics

In accordance with the instructions for filling in the SZV-STAGE, the report must be issued as follows:

  • Section 1: “Information about the policyholder” contains information about the policyholder (PFR, TIN, KPP, organization name), type of information and information.
  • Section 2: “Reporting Period” should indicate the year “2018”.
  • Section 3 reflects information on the terms of activity of employees, as well as on employees, which can be indicated in the corresponding columns.

In general, the following columns must be completed:

  • Name should be indicated in columns 2-4;
  • in column 5 of its SNILS;
  • in columns 6-7, the term of employment;
  • and in column 11 - the code of the unworked period. If a certain employee had periods in which he did not work, then in the form you need to enter several lines in order: without the code in column 11 for the period in which he worked, and with the appropriate code for the period where he did not work.

In this case, the full name and surnames of this person must be completed only once.

In the case of insured persons who work on the basis of the GPA, in column 11 should indicate “AGREEMENT”.

Columns 8-10, 12, 13 in the form can be filled in situations when the employee retired prematurely for some reason. The appropriate codes for filling in the indicated columns are reflected in the Classifier, which is the Appendix to the Resolution of the PFR Board dated December 6, 2017 No. 507p.

If the insured was dismissed on December 31, 2018, it is necessary to indicate the date in column 14 when filling out the CBA-STAZH when dismissing. In other options, the column does not need to be filled.

Section 4 and 5 need not be completed.

Dismissal of an employee

The peculiarity of filling in the SZV-STAZH upon the dismissal of an employee lies in the obligation of the employer on the day of termination of the TD to provide him with a work book, as well as information about his earnings and experience. The fact of the transfer of such information must be confirmed. For an example of filling in the CPS-STAGE at the time of dismissal, we note that it is necessary to put a mark on the receipt of the report form in the hands of the employee. This mark is affixed to the copy that remains with the employer.

In the process of dismissal of an employee, filling out the form is an individual process. An extract from the report may be issued to the dismissed person, while the original itself will be sent to the FIU. In addition, the following information must be provided:

  • The report must be noted as the source;
  • the reporting period will be the year of dismissal;
  • during the work period, the beginning and end of the employee’s work is indicated.

The specifics of filling out the SZV-STAZH form and the sample of filling in when the employee is fired are as follows:

  • it is necessary to fill in the period of work of the employee;
  • column 14 does not need to be completed;
  • sections 4 and 5 are missing.

Mandatory documents for the dismissal of an employee are:

  • SZV-EXPERIENCE;
  • SZV-M;
  • salary information;
  • extract from section 3 of the calculation of insurance premiums;
  • work book;
  • 2-personal income tax.

Unscheduled Report

Report Submission Form

The policyholder may submit a report to the FIU office in paper or electronic form when the condition regarding the number of employees is met.

Limit ─ 25 people:

  • if the number is 25 and exceeds this limit, the insurer has no choice: he must report on the TCS;
  • if the number is equal to or less than 24 people, the report can be presented in any of these ways.

The electronic version of the report should be signed by a strengthened UKEP. The paper report must be signed by the management and certified by the seal (if available to the insured).

Not all columns are filled. More often 2,3,5,6,7. In other columns, data are entered if necessary.

Information on the experience of the insured can be filled in according to the personnel documentation: orders, timesheet, work book, etc.

When filling out 3 sections, it is necessary to take into account the following procedure for filling out the SZV-STAZH form:

  • Name is indicated in the nominative case;
  • for each person a separate line is allocated when filling out;
  • if the employee concluded several different agreements, then his name and SNILS are indicated once, and for each agreement the information is shown in separate lines when specifying a special code;
  • in column 6 and 7 reflect the periods when the employee was registered, but did not actually work (illness, maternity leave, vacation, etc.). Special codes are indicated in column 11;
  • Column 14 can be filled out only for those who were dismissed on 12/31/2018.

Step-by-step filling instruction

The new report generation procedure implies the following instructions.

Step 1. Specify the type of information.

Possible types of information: initial, complementary, purpose of the pension. It is necessary to put the symbol "X" in the desired field.

Step 2. Fill out the first section.

Step 3. Indication of the reporting period

The reporting year is the year. In this case, 2018.

Step 4. Filling in the information on the terms of employment of the insured.

  • in the first column indicate the employee number;
  • from 2 to 4 columns indicate the name;
  • in column 5 indicate SNILS;
  • in 6 and 7 columns indicate the beginning and end of the period of work of the employee;
  • in columns 8 to 13 indicate additional information in the presence of features in the work.

Step 5. Filling in sections 4 and 5.

Sections 4 and 5 are completed when an employee retires. When the type of information is "Source", these sections are missing.

Step 6. Signature and stamp of the manual.

Basic codes to fill out 3 sections

A lot of information in the report is reflected in the form of special codes. An example of filling in the data codes in the SZV-STAGE is presented below:

  • column 8: code of territorial conditions;
  • column 9: code of special conditions;
  • column 10: code for special periods of experience;
  • column 11: codes of periods of absence;
  • column 12: codes for retirement conditions before the due date.

The indicated codes are reflected in Resolution No. 507p.

Zero reporting

Filling in the CPS-STAGE and the procedure for filling out zero reporting describes how to generate this report.

When individual entrepreneurs, notaries, lawyers, people with the status of a self-employed person have not entered into a single labor contract, then there is no need to submit a report.

The bottom line is that any employee always has a manager who is indicated on the card during registration. On the one hand, if an employment contract has not been signed with him, a report on it is not required. On the other hand, if a contract is concluded with him, but there is no activity, you need to submit a report to the FIU indicating only the head. To date, the Pension Fund has not provided organizations with any explanation for the submission of a zero report.

Changes since 2019

Since 2019, a number of innovations have appeared.

The following changes have been made:

  • in the new form there is no props "page", that is, the page number is not indicated;
  • there is no repeat of the regnomer, TIN and PPC. Data can be specified only once;
  • 8th column does not require filling if the 11th column contains the code of leave for care;
  • column 14 shall contain the date of dismissal of the employee.

You can use different computer programs to create a report bank. But the most popular are: 1C version 8.3 and PUB.

In the program 1C 8.3:

  • in the “Salary” section, choose the “Insurance reporting” layout;
  • it is necessary to press the button “Form” and make a choice of the required form;
  • select a date and period;
  • mark the type of information;
  • fill in the section for employees.

In the PUB program:

  • immediately click on the SZV-STAZH icon, enter data on the policyholder, indicate the type of information and year;
  • enter all data on employees.

Within the framework of this article, the basics of filling in the SPL-STAGE are presented.

Information on seniority is no longer taken into account when calculating insurance payments because issues related to the calculation and payment of payments to the FIU are currently monitored by the tax service.

The tax authority does not need to receive data on the experience of employees, but the FIU needs this information. Therefore, the obligation to receive data on experience is permanent for this fund. The report is submitted in the form of SZV-STAZH once a year. In general, it is necessary to submit the report for 2018 in a new form no later than 03/01/2019. Simultaneously with the EFA-1 report, which is intended to reflect the additional data presented in the form of the main report on the employee experience.
